KYIV, Ukraine (AP) — U.N investigators on Tuesday urged Russia to acknowledge responsibility for a missile strike on a Ukrainian village that killed 59 civilians, conduct a transparent investigation into what happened, provide reparations for victims and hold those responsible to account.The strike on a cafe in the village of Hroza on Oct. 5 was one of the deadliest strikes since the Kremlin’s forces launched a full-scale invasion 20 months ago. Whole families perished while attending a wake for a local soldier who died fighting Russian troops. The blast killed 36 women, 22 men and an 8-year-old boy. Numerous bodies were found torn to pieces, and it took nearly a week to identify all the dead. The U.N. TORONTO — TMX Group Ltd. reported its third-quarter profit rose compared with a year ago, helped by higher revenue, partly offset by an increase in operating expenses.The operator of the Toronto Stock Exchange says its earned net income attributable to equity holders totalled $85.3 million or 31 cents per diluted share for the quarter ended Sept. 30.The result was up from a profit of $81.0 million or 29 cents per diluted share in the same quarter last year.Revenue totalled $287.3 million, up from $266.8 million a year ago.On an adjusted basis, TMX Group says it earned 35 cents per diluted share, up from an adjusted profit of 34 cents per diluted share in the same quarter last year.The adjusted profit matched the average analyst estimate compiled by financial markets data firm Refinitiv, while the average forecast for revenue had been for $292.6 million. BASTROP, Texas (KXAN) – Lost Pines Elementary has a new vending machine, according to the Bastrop Independent School District. The district posted Tuesday morning that the school unveiled the machine that will vend books instead of snacks. AUSTIN (KXAN) – The head of the Texas state agency in charge of 38 license programs left his job, the agency said Monday. The Texas Department of Licensing and Regulation said Executive Director Mike Arismendez resigned. TDLR did not give a reason for the resignation. TDLR said Christina Kaiser, TDLR Senior Deputy Executive Director, has been temporarily designated as Acting Executive Director of the agency. GEORGETOWN, Texas (KXAN) – The Georgetown Independent School District said Monday its financial management got the highest rating from the state's financial accountability system. The district said it got an "A" rating for "Superior Achievement" in School FIRST (Fiscal Integrity Rating System of Texas). According to the Texas Education Agency website, the agency released preliminary 2022-23 FIRST ratings on Aug. 7. Nearly one out of every three floors of office space in downtown Denver is available.At the end of the third quarter, total office vacancy in the city’s core was 30.6%, according to CBRE.The real estate services firm said it’s the first time downtown total vacancy has hit 30% “in the post-2000 era.” A spokeswoman provided quarterly figures going back to 2006, which show vacancy was as low as 9.5% in early 2008 and during the Great Recession went only as high as 17.4%.The rate didn’t top 20% until the first quarter of 2021, as the effects of the pandemic set in on the office market. The 30% mark came just two-and-a-half years later.“Total vacancy” includes both “direct vacancy,” which is space no one uses that a landlord is marketing, in addition to sublease space, which is being marketed by a tenant that wants to vacate.
